To All Taxi Operators:

As you know, in 2016, the City of Toronto amended its regulations to allow Private Transportation Companies (PTCs) to operate with very few restrictions, granting them unlimited licenses and enabling unfair competition practices. Since then, our taxi industry has suffered a significant and ongoing decline in business.

Despite our repeated calls for fairness, the City has consistently failed to act. A clear example is their recent handling of the proposed cap on the number of PTCs: after months of waiting for a report that supported our concerns, the City simply shelved it.

Our Concerns:
We believe the City of Toronto’s treatment of licensed taxi operators raises serious concerns regarding: Fairness, Transparency and Public Accountability.

Our Requests:
We are calling for the following actions:

1. A Formal Investigation
We request that the Toronto Ombudsman conduct a formal investigation into how the City has managed taxi industry regulations and the devastating impact this has had on licensed operators.

2. Legal Review
We urge the Canadian Civil Liberties Association (CCLA) to review how the City’s actions have:

  • Infringed upon our economic rights
  • Violated our right to equal treatment under the law
  • Denied us access to our livelihood
